To focus obsessively on exploits and other tactical resources is to ignore the *actual* equalizers: targeting, visibility, access.

Take away the USG's arsenal of exploits and they still have a leg up on most nations due to signals collection and kinetic reach.

That 'kinetic' side of IO is important, because here in the real world IO ops are but one part of larger, meatspace objectives.

There is no 'cyberwar.' There may well be a war wherein IO is used extensively, but we don't declare wars on information systems.
